Japan regulates the purchase, sale and handling of secondhand goods under the Secondhand Dealers Act to prevent the circulation of stolen or illicit property.

Businesses that buy, resell, export, broker or otherwise handle secondhand goods may need to obtain a Secondhand Dealer License before starting operations. KEY REQUIREMENTS

PRINCIPAL BUSINESS OFFICE

The applicant must designate a principal business office before filing the application. The application is filed with the police station having jurisdiction over that office. Where the location is leased, the police may request documents confirming the right to use the premises for the intended secondhand goods business.

DESIGNATED MANAGER

The applicant must appoint one designated manager for each business office. The manager is responsible for the proper operation of the secondhand goods business at that office.

ABSENCE OF DISQUALIFICATION GROUNDS

For an individual application, the applicant and the designated manager are reviewed. For a corporate application, the company’s officers and the designated manager are reviewed. Each relevant person must submit documents confirming that they do not fall under statutory disqualification grounds.

The exact process may depend on the requirements imposed by the local police station, but the overall process is generally as follows.
